· A nonprofit in Cole and 5 Points

· They conduct an afterschool and summer program that teaches high school students about gardening and marketing.

· Currently at 38^th & Williams and 29^th & Arapahoe at the Sustainability Park

· Sell produce on Saturday mornings from 8-10

· Owner of 38^th & Williams location is selling property so Green Leaf will be permanently moving to Sustainability Park

Officer Trujillo’s Report

· Theft and Burglary have been the highest crimes in the area

· Of 8 break-ins to homes, 5 were not forced meaning windows, garages, or doors were open or unlocked.

· Several arrests have been made due to the Halo camera on Bruce Randolph

Neighborhood Crime & Safety Update – Officer Reyes Trujillo

· Bruce Randolph & Gilpin – Halo Camera has been up here and helped officers to stop crime on the corner

· National night out August 2, 2011 – a way to meet your neighbors and watch out for each other

Library Information - Diane Lapier

· There are 22 branches in Denver

· Bonds were received to build new libraries in Green Valley Ranch, Stapleton, West Denver

· Past year declining revenue – sales tax is the funding so when the economy worsens, spending goes down

o Using vacancy savings and because of the bond that opened new libraries, more money is needed.

· 9% of budget needs to be cut so they have thought to keep lessening hours or close some libraries.

· Form a library district and become a fully independent industry

o 50% of Colorado libraries are library district and are open 50-80 hours a week

o Hancock is in favor of a library district.

o Soonest these options can be put on the ballot is November 2012

o Advantage of a library district – compromises don’t need to be made by leadership in the libraries

· Currently no libraries will be closed

· Working with Urban Land Conservatories and Hope Communities to get low income housing

§ Hold bad officers accountable but also remember that we do have many good officers

Groundwork Denver Youth Outreach Project this Friday - Volunteers needed!

1.) Event Summary: On Friday, July 8th, Groundwork Denver will partner with Goodwill Industries of Denver to bring energy action to the Cole Neighborhood in Denver. In teams of two, volunteers will go to every door in the neighborhood offering to change out front-porch light bulbs to compact fluorescent bulbs, provide information about reducing energy use, and sign up people for free recycling, and weatherization. We need 50 volunteers, so we need you! Training and materials will be provided. Volunteers should have a desire to improve our environment and help people connect with resources and services. It's fun!

Jakes – Petition

• Cole neighbor, Gina, is wanting to petition Jakes for the change in the menu and loss of a family friendly atmosphere.

• Jake’s owner was at the meeting.

- Says they still offer kids food, but no specific menu. Just ask, they will provide.

- Offering music from neighborhood musicians.

- Albus Brooks Inauguration party July 16th 7-10

- We would like a neighborhood association table at the inauguration party.

- Suggestion made that a Jake’s owner become a member on some of the boards for the neighborhood nonprofits.

• A neighbor has a concern with Jake’s serving alcohol causing more crime.

- Owner says: The busier Jake’s gets the less problems because the more eyes the less crime.

- They are under control with making sure there is no underage drinking.

EXDO Event Center

• Issue of cars being broken into in the neighborhood – they now have a security car that goes around

• Will be hosting events for Albus Brooks and John Hancock

• Will be launching a ping pong night – September 14 soft launch with Invest in Kids Charity.

Cole Arts and Science Academy (CASA) & Big Brothers/Big Sisters

• CASA is working with Big Brothers/Big Sisters and looking for mentors for the students.

Denver County Fair

• Go to denvercountyfair.org website to get a premium booklet of all of the competitions

Picking Fruit in Denver

• In alleys fruit is growing and not being harvested so a program has been created to have volunteers learn how to harvest the fruit.

• This summer the focus will be on sour cherries & grapes.

Libraries

• There is word that the city will be closing down 12 libraries – Ford Warren most likely will be one of them.

• City council has the power to decide on this

- Can make a library district and decide where the money comes from.

- This topic will be brought up at the next meeting when Albus Brooks is there.

• We will work to have a speaker from the library come talk with us at the next meeting.

New Business

• Stop Signs

- 36th and Humboldt – needs a stop sign

- Everyone sign a petition to get this, because no luck in getting it thus far.

- 34th and Humboldt also needs one – too many kids running around

- We will write a letter that shows we want a stop sign.

• Farmers’ Market in Five Points

• $2119 in our account

- Using it for childcare, snacks

• $990 of money is grant money from an organization that looks into lead in the neighborhood.

- Information can be given in the newsletter about how to check on lead as a way to use the money.

Light Rail progress

The city and RTD continue to work together on plans for extending light rail service from Union Station to DIA, as well as connecting the D line from 30th/Downing to a new station to be built at 38th/Blake. Along with these changes, the city may also convert some one-way streets through Curtis Park to two-way.

Cole neighborhood support of CASA - DSST co-location

Dear Members of the Denver Public School Board,

We are writing in support of Cole Arts and Science Academy (CASA) joint venture with Denver School of Science and Technology, both excellent DPS schools. Jason Janz, Executive Director of the Friends of Cole Foundation, visited the Aug. 26 meeting of the Cole Neighborhood Association and explained to us the proposal to have Denver School of Science and Techology (DSST) added to the Cole building. Residents were very appreciative of the opportunity and excited to learn more and have an open discussion about CASA and its future plans. After our discussion, we believe that adding the DSST to Cole would be a huge asset for our neighborhood.

The following are our reasons for supporting this joint school endeavor.

We recognize the benefit that CASA provides now to the neighborhood and our children, and we recognize the positive prospects of its collaboration with DSST. The Cole Neighborhood Association supports the plan to co-locate the schools on the Cole campus and as necessary, nearby Maria Mitchell.
The educational opportunities for young people in the Cole neighborhood have been improving in recent years and residents see this "merger" as a way to advance that growth.
We want all children in our neighborhood to have the chance to benefit from this excellent opportunity. Pertaining to the make-up of the student body for grades 6-12 that DSST will assume, the Cole Neighborhood Association recommends that admissions protocols favor students in the Cole school boundary, and secondarily the near northeast Denver neighborhoods, which will contribute to the school's socioeconomic and racial diversity.
Cole residents support the growth and success of academically rigorous, culturally supportive neighborhood schools that serve students and families in the immediate and nearby areas. CASA is a school of this nature now and the co-location with DSST will help to advance it even more.

We appreciate your consideration of this creative endeavor to help improve schools in Northeast Denver. The children in the Cole neighborhood are our most precious resources and we want to support any program that offers them and their families more opportunity for bright futures.

Community Economic Development Funding Workshop to be Held June 15

DENVER, CO ¬— Wednesday, June 9, 2010 — The City and County of Denver is offering a free workshop offering guidance on obtaining community economic development funding, June 15, 1 to 3 p.m., at the District Two Police Station, community room, 3921 Holly St. The workshop is hosted by the Denver Office of Economic Development and the Denver Office of Strategic Partnerships.

The workshop will offer information on how to prepare winning proposals, provide answers from technical experts about OED’s programs and program requirements, and prepare attendees for the upcoming 2011 funding round of community economic development funds distributed by OED.

OED intends to issue a 2011 Notice of Funding Availability (NOFA) this summer to solicit proposals for housing development, housing services, neighborhood development, neighborhood services, and economic/business development and services.

The NOFA makes available public funds that could be used by non-profit and for-profit providers to facilitate the development of viable urban neighborhoods by providing quality affordable housing, an enhanced living environment and expanded economic opportunities for low- and moderate-income residents. Programs are funded by the U.S. Department of Housing and Urban Development Community Development Block Grant, Home Investment Partnerships and Housing Opportunities for Persons with AIDS programs.

(Denver) Denver Police are warning the community about individuals using fictitious professions as a way to case homes for potential criminal activity.

A recent incident in West Denver where several suspects posed as government employees to gather information from a home owner, only to return later to commit a crime, has prompted Denver Police to issue this warning.
During the early morning hours on Friday, June 4, 2010, two suspects knocked at a victim’s front door. The victim recognized one of the suspects as the person that had been at her residence previously representing himself as being from a company conducting inspections for Denver Wastewater Management. The victim allowed both parties into the home where they robbed the homeowner at gunpoint.
Please report to police any suspicious person(s) that may be in your neighborhood claiming to be conducting legitimate business. To confirm the authenticity of the person, you are urged to ask for proper identification, credentials, and/or contact information for the company. Do not allow these individuals inside your home. If you believe they may be misrepresenting themselves contact police immediately.

Officer Trujillo and Neighborhood Safety

Officer Trujillo spoke for quite a long time- he told us about some shootings around the area (none actually in the Cole Neighborhood) and that the police were acting on it. He also said many of them seemed gang related, initiations and such. But, he said to make sure people call in if they see anything suspicious.

He also told us that North City Park Hill Neighborhood Association started a writing campaign to address the issues of the liquor store on 34th and York. They came to an agreement with the police and the store owner that they hope will clean things up a bit on that corner. Police have also moved the Halo camera so that it is more focused on the activity in front of that store. Residents are encouraged to call 303-913-1000 and report suspicious activity so the police can check the Halo camera. Attendees of the meeting thought that perhaps we should invite the leaders of the N.City Park Neighborhood Association and talk to them about what other issues our two areas might share.

Officer Trujillo also gave some summer safety tips:
1)Lights- leave your porch lights on
2)Locks- lock up everything- garages doors on both sides. When in back, lock the front door, when in front, lock the back door, etc
3)Pad locks on backgates
4)Take photos of your valuables and serial #s so if anything is stolen it can be replaced.
5)Start a Neighborhood Watch on your block, Contact Officer Trujillo to initate.

Bike to Work Day WED JUNE 23

The Denver Regional Council of Governments, or DRCOG, brings together city and county governments and other interested groups in the metro area each year to plan Bike to Work Day as a way of raising awareness of bicycle commuting.

The League of American Bicyclists has been sponsoring National Bike Month and Bike to Work Day since 1956. Throughout most of the country, these events take place in May, but due to our unpredictable weather, the state legislature officially declared June as Colorado Bike Month, with the fourth Wednesday of the month being Bike to Work Day.

Bike to Work Day represents a grassroots effort by cities, counties, transportation planners, community organizations and others across the state to educate commuters about the benefits of using two wheels to get to work

Applications are available for The Park People’s annual Denver Digs Trees Spring Street Tree Distribution on April 17, 2010. Please help us spread the word and get more trees in your neighborhood!

Denver Digs has provided more than 38,000 affordable and free street trees to Denver residents and neighborhoods over the past 18 years. We offer a variety of beautiful trees that provide many services to our neighborhoods and make our communities healthier, more livable places.

These street trees are FREE to residents in our target neighborhoods – and only $25 each for all other Denver residents! (Trees this size usually sell for more than $100)
Target neighborhoods: Athmar Park, Baker, Barnum, Barnum West, Chaffee Park, Clayton, Cole, Elyria-Swansea, Five Points, Globeville, Jefferson Park, Lincoln Park, Montbello, Northeast Park Hill, Ruby Hill, Skyland, Sunnyside, Sun Valley, Valverde, Villa Park, West Colfax, Westwood, and Whittier. While trees for all other neighborhoods cost $25, “Treeships” are available for those with financial hardship.

Become a Community Forester!

The revamped Community Forester Program has arrived!

First established in 2003, the program has undergone significant revision to provide volunteers with deeper, enriching, and well-rounded training in the field of urban forestry. These volunteers are empowered to lead and participate in tree planting and care projects in their neighborhoods and for The Park People, Denver's Forestry Division, and the Mile High Million tree planting initiative.

The revamped Community Forester Program offers 5 workshops: Trees 101, Tree Planting & Health, Tree Identification & Inventory, Tree Pruning, and Volunteer Leadership & Management.

To become a "Community Forester," participants must complete the 4 mandatory workshops and then may choose to attend the optional Volunteer Leadership & Management workshop free of charge. We encourage you to complete the training series within a year, but realize that scheduling may not permit this. Community Foresters receive a unique Community Forester identification number and are qualified to lead and participate in a wide variety of activities.

Individuals who choose to attend only part of the workshop series receive the title of "Tree Steward" and are able to volunteer in support and task-specific roles.

The first training workshop is Saturday, March 13, so check out the details and call us at 303-722-6262 to register! Registration deadline: March 10. Space is limited. Participants must be at least 16 years of age.

Trees 101 provides important fundamentals from which other workshops will draw. Thus, this workshop is a prerequisite for all other modules. This workshop will provide a brief historic context of Denver's forest, familiarize you with tree classification and identification methods, and introduce common trees in Denver as well as these trees' characteristics, requirements, and functionality. Instructors will also introduce basic tree inventory concepts and tree measurement techniques. Field component included.

Sat, June 12, 9am-12pm
By the end of Tree Pruning, you'll know why, what, when, and how to properly prune a young tree to foster strong structure and long-term health. We will also address pruning safety and specialized pruning techniques to achieve specific outcomes. Field component included.

Volunteer Leadership & Management optional - $15
Sat, July 10, 9am-12pm
Take your volunteerism to the next level... Build your leadership and management skills... Individuals who attend this workshop gain skills to lead and manage community members and other volunteers in activities in which they have been trained during organized Park People and City events. You'll also be empowered to more effectively facilitate urban forestry activities in your own community. This workshop will be delivered by Metro Volunteers. After attending all mandatory sessions, Community Foresters may attend this workshop free of charge.

Workshop fees cover the cost of materials. Fees may be waived upon request for individuals for whom the fee represents a financial burden.

Central Corridor Extension Environmental Evaluation Adopted by the RTD Board of Directors!

On February 16, 2010, the RTD Board of Directors adopted the Environmental Evaluation (EE) for the Central Corridor Extension. The EE includes a Preferred Alternative recommendation for the Central Corridor Extension as well as identifies the environmental impacts and the avoidance, minimization, and mitigation measures associated with the impacts.
The Preferred Alternative for the Central Corridor Extension includes in-traffic single light-rail vehicle transit between the existing 30th/Downing light rail station and the 38th/Blake station planned for the East Corridor commuter rail line between Denver Union Station (DUS) and the Denver International Airport (DIA). The Preferred Alternative includes roundtrip service between the 38th/Blake station and the downtown Denver light rail loop, using the existing tracks south of 30th/Downing and adds two new stops at 33rd Avenue/Downing and 35th Avenue/Downing.
The final EE also includes responses to comments received on the draft EE document. The document is now available on the Central Corridor Extension website, click on the link below to view the Central Corridor Extension EE.

I want to alert you to an attempt by the Colorado Department of Public Health and Environment to further weaken public participation in the regulation of air pollution in Colorado. I urge your to contact your representatives to oppose HB 1042. More detail is provided below.

letter to Representative Judd,

HB 1042, and in particular the provision that would alter the existing startup notification requirement for significant sources of air pollution, represents a setback in Colorado for both public participation in government decision-making and in protecting public health. With our rapidly growing population, air pollution poses one of the greatest public health challenges to the state. Public involvement is an important tool in addressing this problem in two specific ways. First, public input can help hold regulators accountable when developing new air pollution rules and policies. Second, public input provides an outside check to help ensure that individual projects are complying with all local, state and federal laws to reduce air pollution impacts on the community. HB 1042 undermines this second benefit of public involvement.

In the past year I have worked with community members throughout Colorado on projects that would be affected by HB 1042. Communities and individuals rely upon the start-up notice as a cue to decide whether remaining legal deficiencies in an air pollution permit warrant the pursuit of administrative or court challenges. Without this notice, those seeking to participate would face a difficult choice. On one hand, appeals and court challenges could be filed in a preemptive fashion, limiting any chance of forging a solution directly with the permittee and CPDHE. On the other hand, if they wait until notice of startup after the facility has commenced operation to appeal or file suit, they face an enhanced burden on appeal or in court. Administrators and judges are reluctant, even where there are legal violations, to issue orders that would alter the status quo.

CPDHE's purported need for this provision lies in a perceived paperwork problem for the agency. CPDHE wants to avoid the need to receive startup notification amendments due to construction and operational delays after the initial notice was filed. This paperwork burden, however, is outweighed substantially by the benefit these notices provide to communities and individuals impacted by the permit process and/or the proposed additional air pollution associated with a project.

Colorado already has some of the weakest public participation requirements for air pollution permitting. In fact, a majority of all projects require no specific notice to the public that a permit has been applied for by a company, or any opportunity for public comment. The legislature should be looking to enhance opportunities for public participation; it should reject attempts like HB 1402 to further limit public involvement.

Overview

Since its opening in 1982, the 16th Street Mall has met and exceeded all of the objectives of its original grand vision. On average, 55,000 people use the free MallRide shuttles every day. Longwoods studies have consistently rated the Mall as the #1 "visitor attraction in the metro area". In order to ensure it's success and continual evolution, the 16th Street Plan was created in 2008.

The 16th Street Plan will holistically reevaluate the Mall’s design and land use patterns so this critical landmark remains the vibrant spine of Downtown Denver. The Downtown Denver Partnership (DDP) with the Downtown Denver Business Improvement District (BID), Regional Transportation District (RTD), the City and County of Denver and a 25-member steering committee are overseeing the 16th Street Plan, the long-term planning process for the 16th Street Mall.

The 16th Street Plan: A Vision for the Future is a 18- to 24-month comprehensive study containing a strong public participation component. The 16th Street Plan will include the following:

A careful analysis of the Mall’s current conditions, its strengths and weaknesses
Recommendations for short-term actions to reduce maintenance expenditures
A comprehensive reinvestment plan and management plan
An implementation strategy, which includes the identification of funding sources for capital improvements and ongoing maintenance

he 16th Street Plan began with a public meeting on April 8th, 2008 and a Urban Land Institute (ULI) Advisory Services Panel report in May 2008. Denver City Council unanimously approves new bike ordinances and the launch of Denver Bike Sharing

BikeDenver is pleased to report that Denver’s City Council approved a bill to amend many sections of the Revised Municipal Code related to bicycling at their November 23 meeting.

The new ordinances take effect on Friday, November 27th. Councilwoman Carla Madison (pictured right) championed the effort to amend City traffic laws related to bicycles to partially conform with new state law, allow speed-restricted riding on sidewalks for the limited purpose of parking, and eliminate obsolete language associated with licensing. Madison says: “It’s good policy to have state and city law aligned, and it’ll be nice to see people be able to legally ride to park their bike.” Madison also proposed an amendment approved by the City Council on November 16th that provides a legal way for bicyclists to cross at Cleveland Triangle at the East end of the 16th Street Mall. The amendment states that: “bicycles may be operated on designated routes at any time on that portion of the 16th Street pedestrian and transit mall between the north-west curb line of Cleveland Place and Broadway.”

Councilman Chris Nevitt chaired the City Council Greenprint Committee that worked on the bill. Nevitt was pleased with the outcome, saying: “This is step one of what I hope will be many more steps that we can take to make Denver a more bike-friendly city.” BikeDenver Executive Director Piep van Heuven added: “It’s very important that Denver’s laws mirror those recently adopted on the State level that ensure key protections for bicyclists like 3-Feet to Pass. Synchronizing City code with Colorado’s Bicycle Safety Law will make riding a bike in Denver and operating motor vehicles around bikes in Denver safer for all of us. We’re also pleased to see City Council so actively involved in the effort to make Denver a safe, convenient and fun place to ride a bike.”

BikeDenver worked for months with stakeholders and councilmembers including Madison and members of the City Council Greenprint Committee to suggest ordinance revisions that would bring Denver in line with State and National standards. BikeDenver’s van Heuven said: “It was great to see so many interested parties at the table and on the same page.” Groups and offices involved in the effort included representatives from the Downtown Denver Partnership, the Mayor’s Bicycle Advisory Committee, Denver City Attorney’s Office, Denver Bike Sharing, Greenprint Denver, Denver Police Department, and the Department of Public Works.

Key Changes to Denver’s Bike Ordinances:

Three Feet to Pass: Language was included to mirror State law requiring that drivers of vehicles provide at least a three-foot separation between the right side of the driver’s vehicle, including all mirrors and projections, and the left side of the bicycle at all times.

Right to Ride on Roadways: Language requiring bicyclists to ride on adjacent pathways if available was eliminated from the City code. This makes it legal to ride a bike on any Denver roadway, including Speer Boulevard.

Riding to the Right & Bicyclist’s Judgment: Language was amended to allow bicyclists to use their best judgment on how near to the right side of the roadway they should ride. This will encourage bicyclists with differing levels of ability in variable road conditions to ride their bike in the manner that is most safe for the bicyclist.

Riding on Sidewalks for the Purpose of Parking: Denver law will now allow bicyclists to ride on the sidewalk not in excess of 6 miles per hour if they are within one block of the location where they plan to park their bike.

Lamps & Reflectors: Front and rear light requirements were amended to match state requirements. Front (white) lights must be visible to 500 feet. Rear (red) reflectors must be visible for 600 feet when illuminated by motor vehicle head lamps.

Next Steps:

Some of the new State laws haven’t been included in Denver’s City Code yet. BikeDenver anticipates that these items, still under review, will be brought forward in the near future. This draft reflects the substantial input we’ve received from the Denver community since the release of Draft #3 last fall. We have listened to the thousands of you who have attended our listening sessions and office hours, e-mailed us, called us and met with us since Draft #3 was posted – and we have heard you.

The fourth and final draft of the new code represents our best efforts to integrate this input with the community values and priorities identified in Blueprint Denver. The result is a new Denver Zoning Code that creates value and economic opportunity for all Denver property owners by preserving the character of our established neighborhoods and allowing flexibility and innovation in our new and changing areas.

Updates and improvements incorporated in Draft #4 include:

· Clearer standards for large-scale and convenience retail development

Last week the DPD arrested a person who is the primary suspect in several “theft from motor vehicle” cases in the Denver area. Our property crimes detectives strongly believe that this person may be connected to other cases in the downtown area that currently are under investigation. In order to make these connections stronger, our detectives are requesting your help.

The property crimes detectives want to identify and talk with people who fall into the following category:

Representatives of the City of Denver will explain and discuss the proposal.

Climate Justice in Cole and Westwood
Climate change is predicted to have numerous negative public health impacts even in the U.S. In Denver, experts predict drought, heat waves, hail storms and increased smog. The health impacts of these changes are likely to fall disproportionately on elderly, low-income, and uninsured residents. To address this "climate justice" issue, Groundwork Denver has been working with low-income immigrants in the Cole and Westwood neighborhoods to address the potential future health impacts of climate change through activities such as energy conservation, household waste recycling and by providing emergency preparedness information. Our findings indicate a community that takes climate change seriously, many having seen its effects in their home country, and one that is ready to reduce energy use, recycle more and plant trees to combat these impacts.

Denver City Council & Planning Board extend timeline for review and comment on City’s new zoning code

Responding to requests from neighborhoods, businesses and individuals for additional time to review and comment on Denver ’s new zoning code, Denver City Council and the Denver Planning Board have agreed to extend the final stages of the public review process for the code.

Denver City Council President Jeanne Robb, Planning Board Chair Brad Buchanan and District 8 Councilwoman and Zoning Code Task Force member Carla Madison announced today that the deadline for public comment on the third and latest draft of the new code has been extended to Jan. 4 from Dec. 1, and that citizens now will have a full month to review the fourth and final draft of the code once it is posted Jan. 18 on the New Code website, http://www.newcodedenver.org. The new timetable also will allow additional time for review by the Planning Board and the Blueprint Denver Committee of City Council.

In addition, the Zoning Code Task Force has recommended that, following adoption of the new code, residents and businesses be permitted to file development applications (but not rezoning applications) under either the new code or the old code for six months (expanded from four months) to allow additional time to transition to the requirements of the new code. City Council will consider this recommendation at its next regularly scheduled meeting Monday, Dec. 7, 2009.

Today’s announcement responds to input received during six hours of listening sessions on the new code sponsored last month by City Council and the Planning Board. More than 140 of the 400 who attended the sessions shared their comments.

“We want those who have taken the time and interest to participate in the zoning code process to know that we have heard you and are listening to you,” Robb said. “Today’s schedule adjustments create additional time for citizens to review and comment on the new code and still allow us to maintain the momentum of this important process.” Robb added that the City will continue to address issues as they arise, both during the remainder of the process and following adoption of the new code.

Added Buchanan: “We were extremely impressed during our listening sessions with the effort so many Denver residents have made to understand the new code, and with the respect they have demonstrated for the zoning code process. Given that we are already in the midst of the year-end holidays, it seems appropriate to grant additional time for questions and comments on the new code.”

Councilwoman Madison concurred, saying, “As important as it is to all of us to continue to move this process forward, it’s equally important for our residents and those doing business in Denver to have time to review the new code and provide input.”

Church in the City site selected for New Central Recreation Center

Denver Parks and Recreation will purchase the land formerly occupied by the Church in the City for a new central Denver recreation center.

The land, located at 1530 Josephine Street , will be acquired for $6 million. The purchase is funded through the Better Denver Bond program. In 2007, voters approved up to $11.9 million to provide funding for planning, design and land acquisition of a new recreation center in central Denver . After the site is acquired, there will be approximately $5 million remaining, which will be used for the planning and eventual construction of a new center.

Numerous centrally-located sites were considered, with the Church in the City and Congress Park eventually being selected as the two most feasible sites. A September 15 community meeting and other public input via e-mail and phone calls showed strong support for the Colfax site. At the October 8 board meeting, the Denver Parks and Recreation Advisory Board recommended unanimously the former Church in the City location.

"The Colfax location has better transit connections and will help with the revitalization of Colfax. This will give easier access by the more disadvantaged neighborhoods of both Districts 8 and 10 that have been in need of a local recreation center," said Carla Madison, District 8 Councilwoman. "The proximity of City Park and East High make this a great choice."

District 10 Councilwoman Jeanne Robb, in whose district Congress Park lies, added, "It's not easy to find two acres of land in landlocked Central Denver . We had a window of opportunity to option the Colfax site, and I'm delighted we were able to present a choice to Central Denver residents. The site creates numerous opportunities for partnership and mixed use development, creating a real town center at this corner."

The purchase includes approximately 2.56 acres, which will eventually be developed into a recreation center and may also allow for additional retail possibilities. Because the lot is larger than what is required for the recreation center footprint, the City will consider the retail options or the eventual parceling of the property and selling it to offset future costs.

In 2006, Denver Parks and Recreation completed a Recreation Center Needs Assessment, which identified Capitol Hill and Stapleton as two areas not served by a recreation center. In 2007, both locations were included on the Better Denver Bond package that was passed by Denver voters.

Park Stewardship Program Lauches in 2010

In January 2010 the Denver Parks & Recreation Department will formally begin our Park Stewardship Program. Park Stewards will be asked to commit to one to two year enrollment in a designated park, trail or open space location to support staff by performing general care and maintenance based on the needs of each area. Parks staff will approve locations and and provide a needs assessment for volunteer services as well as provide ongoing support. This new program will include opportunities for more active volunteer involvement for people of all ages while promoting environmental stewardship.

Objectives of the Program are to:
· Support staff in maintaining high standards of care through ongoing community partnerships.
· Educate park visitors about how to help our department maintain and enhance the beauty of our open spaces.
· Promote Environmental Stewardship throughout our park system.

Volunteers will perform a variety of tasks including tree planting, planting and maintaining flowerbeds, filling and maintainign dog bag dispensers, park ambassador program, litter management, landscape maintenance, playground care, painting/graffiti removal, picnic shelter care, athletic field and facility maintenance.

Learn to Ski and Snowboard Program for Youth

Denver Parks and Recreation is teaming up with Win ter Park Resort for a tremendous "LEARN TO SKI & SNOWBOARD" opportunity! This weekday program is designed specifically for groups of first-time and beginner-level skiers and snowboarders, ages 7-17 years old. The program runs November 2009 through March 2010. Winter Park will provide lift tickets, rental gear, and an all-day lesson. Instruction will be pro vided by the professionals at the Winter Park Ski & Ride School . The cost of the program is $25 per student not including transportation.
Organized groups of up to 40 students are invited to participate in this unique program. These weekday trips depart from Denver at 6am and generally return between 5pm-6pm the same day. Children will be ac companied and supervised by your school and a DPR staff member throughout the day at a 1-10 staff/stu dent ratio. This is an incredible opportunity for your child to establish a life-long interest in winter snow sports.

Let's Talk Turkey for the Holidays
You knew there were turkeys in the city..well here's your proof! Local birders have spotted multiple wild turkeys (Meleagris gallopavo) hanging out between Wash Park and Cherry Creek. Wild turkeys are more cunning and surprisingly agile flyers compared to their domestic counterparts. And these omnivorous animals have been lured in by the abundant resources in our city. Turkeys are opportunistic eaters, enjoying acorns, nuts, trees, as well as seeds, berries, roots, insects and the occasional small animal. The backyard bird feeder can be a popular destination! Turkeys used to number in the millions before human settlement, and were drastically reduced in number due to uncontrolled hunting and habitat loss. Turkeys have since been reintroduced and protected in parts of their ranges and are doing well throughout the country.
Are they common urban residents? Not usually! Preferred habitat includes brush areas next to streams, rivers or mesquite pine and scrub oak forests. The Merriam subspecies, the most common Colorado turkey, can also be found in mountain regions.
Turkeys are typically not dangerous to people or pets, and although they are large (averaging 15-24 pounds), they'll avoid contact and usually fly at the first sign of danger. Within the past 10 years, wild turkeys have begun to appear more often in suburban settings. Wild turkeys are normally very shy birds, but males (called toms) do sometimes exhibit aggressive behavior towards people-particularly during the breeding season, March through April. They may also act aggressively towards shiny surfaces, such as windows or vehicles, mistaking their own reflection as an "intruder" that needs to be driven away.
To prevent any conflicts with our local gobblers:
DON'T FEED TURKEYS - Keep wild things wild! Feeding, whether direct or indirect, can cause turkeys to act tame and may lead to bold or aggressive behavior, especially in the breeding season.
KEEP BIRD FEEDER AREAS CLEAN - Use feeders designed to keep seed off the ground, as the seed attracts turkeys and other wild animals. Clean up spilled seed from other types of feeders daily. Remove feeders in the spring, as there is plenty of natural food available for all birds.
DON'T LET TURKEYS INTIMIDATE YOU - Don't hesitate to scare or threaten a bold, aggressive turkey with loud noises, swatting with a broom or water sprayed from a hose.
COVER WINDOWS OR OTHER REFLECTIVE OBJECTS - If a turkey is pecking at a shiny object such as a vehicle or window, cover or otherwise disguise the object.
Will the turkeys stay in Denver ? Only time will tell! In the meanwhile, sit back and enjoy seeing another amazing wild creature in our neighborhoods!

The Buffalo Bill Story Exhibit Opens December 12, 2009

Buffalo Bill loved Christmas and he loved children. He often dressed up as Santa Claus to give gifts to his employees' children. So it's appropriate that the Buffalo Bill Museum is opening a new and comprehensive exhibit about Buffalo Bill on December 12, just in time for the holidays. Entitled "The Buffalo Bill Story," this exhibit, the Museum's largest, will be a permanent installation about Buffalo Bill's life.
"The Buffalo Bill Story", based on the latest research about Buffalo Bill, includes rare and never-before-seen artifacts including the Stetson hat worn by Buffalo Bill at the last performance before his death. Other rare artifacts include a peace pipe that belonged to Sitting Bull and the head of the last buffalo shot by Buffalo Bill. There are several Masonic artifacts (Cody was a lifelong member of the Masons), Buffalo Bill's fez from the Tangier Shrine and his tuxedo jacket, found in the prop department of Bonfils Theater back in 1974.
Posters, photographs and archival materials supplement the many artifacts in the exhibit that belonged to Buffalo Bill. Visitors also can hear early recordings of Buffalo Bill's voice introducing the Wild West show and the "Buffalo Bill Farewell March," played during a series of farewell exhibitions in 1912.
"The Buffalo Bill Story" opens to the public on Saturday, December 12. During the holiday season, the Buffalo Bill Museum is open from 9 am to 4 pm, Tuesday through Sunday. The Museum will close at 2:00 pm on Christmas Eve and will be closed on Christmas Day. The Museum will be open on New Year's Eve and New Year's Day.

Heidi Loshbaugh

Heidi G. Loshbaugh represents City Council District 9, having joined the Parks and Recreation Advisory Board in late 2003; she served as the Board's vice-president, co-chair, and chair between 2005 and 2009. Loshbaugh sees Denver 's parks and recreation system as a living legacy granted by earlier residents of the city to contemporary citizens and advocates thoughtful stewardship and creative engagement of this invaluable resource.

Mary Ewing

Community organizing and activism has been Mary Ewing's passion over the 40 years that she has lived in central Denver . As a founding member of the Alamo Placita Neighbors she found a calling which led her down the rewarding path of public service. It has become second nature for her to be a community advocate. She proudly serves today as Jeanne Robb's representative for the Parks and Recreation Advisory Board from District 10. She encourages her neighbors to contact her when they have concerns about parks and recreation issues.

Councilman Hancock congratulates Big Brother Larry and his Little Brother Mustafa on their One-Year Anniversary as Big Brother/Little Brother on August 18th! Matched in the Big Brothers Big Sisters mentoring program, Larry and Mustafa enjoy simple activities like playing catch with the football, going to a movie, flying kites and bowling. Larry has really encouraged Mustafa's talent for football, and attends many of his practices and games. They are a classic example of a successful Big Brothers Big Sisters mentoring relationship - rewarding for both the child and the volunteer.

Denver Parks and Recreation is excited to be working with our Parks and Recreation Advisory Board on two policies this Fall. Following is a short summary of each policy for your review. The Policies of the Department are posted for public comment on the City website (see below), and distributed city-wide to stakeholders. After a public hearing at the monthly meeting of the Parks and Recreation Advisory Board, the board has 45 days to make a formal recommendation to the Manager. Often, the Department also presents these policies at the Public Amenities City Council Committee meetings, which are open to the public. The policies are formally adopted by the Manager of Parks and Recreation.

It is the policy of Denver Department Parks and Recreation that Denver's residents have ample opportunity for input about proposed actions which would have impacts on Parks or Facilities; on planning, policies, development, uses or programs for Parks or Facilities; on surrounding neighborhoods or the City as a whole; and that the public process follow the guidelines set out in this Public Notification and Civic Engagement Policy. DPR is committed to substantial, systematic, and ongoing public participation. DPR seeks to involve, as a standing ethic and practice, the voice of the public in proposals with respect to Parks and Facilities which could significantly impact the Parks and Recreation system and the benefits and uses derived by the public.

Effective civic engagement for DPR is based on the following core principles: accountability, equity, transparency, responsibility, accessibility, openness, diversity, effectiveness, flexibility, communication and listening. DPR strives to engage the public with strong mechanisms for listening and responding to concerns, strives to be respectful of the public's time and efforts, and strives to effectively communicate through the uses of improved technology.

This draft proposal outlines three tiers of projects, and/or proposals and connects them to the three tiers of community notification and civic engagement.

Increasingly over the years, citizens and event organizations have contacted DPR to clarify the implementation of admissions based events in the Denver park system. To ensure a broad level of participation, DPR invited a diverse group of individuals and organizations to join in the discussion including representatives from all City Council offices, 20 members of festival and concert promoter groups, 9 Park Advocacy Groups, and 15 Neighborhood Organizations (targeting those entities located around parks that were more likely to be impacted by such a policy). After two years of research, deliberation and policy development, the Task Force recommended the Department create a policy addressing admissions based events in DPR Park Facilities. Taking into consideration scope, neighborhood impact and based on reasonable parameters and permitting guidelines, the Department of Parks and Recreation identified Park Facilities currently listed as Festival sites for Admissions Based Events subject to the specified restrictions and permitting procedures.

The purpose of this Admissions Based Events Policy is to establish the policy of the Department of Parks and Recreation and implement respective rules and regulations regarding the permitting of admissions based events in DPR parks and related facilities. It is the intention of the DPR to provide the citizens of Denver the broadest range of opportunities to enjoy admissions based events held in DPR parks and related facilities subject to the qualifications, restrictions and criteria of this Policy.

Alternatives at Overland Considered as part of the River South Master Planning Effort

Complementing the River North Master Plan that was completed in 2008, the River South (RISO) Master Plan presents various options for park land along the South Platte from Confluence Park to Dartmouth Avenue .

Every year close to a million people walk, ride or run the 10.5 mile South Platte River Greenway in Denver. The trails, parks and native open spaces along the South Platte are one of the recreation centerpieces of the metro Denver area. The Greenway Foundation, established in 1974, has been a driving force in the effort to enhance and preserve the South Platte River and its tributaries throughout the metro area. Together, Denver Parks and Recreation (DPR) and The Greenway Foundation are developing the RISO Master Plan to complement more than $5 billion in improvements along the Central Platte Valley over the last 20 years.

One option being considered is converting Overland Golf Course from an 18-hole course to a 9-hole course and using the remaining parkland to create a new community park. This option was brought forward in response to the growing population along the South Platte River .

Some of the reasons for considering this alternative vision for Overland include:

The planned Transit-Oriented Development of the Evans Street Station and the Gates redevelopment will bring high density development and a greater demand for park land to serve the residential population.
Nearby Washington Park is already operating at maximum capacity due to the increasing population in this part of Denver ;
The adjacent Ruby Hill Park , while offering many recreation options and amenities, is primarily a hill and does not afford the traditional park amenities that city residents expect in a regional park. The vision is a combined park complex that would act as a regional destination.
DPR's adopted Game Plan, a 50-year vision for Denver Parks and Recreation, recognizes the need for a large regional park in this part of Denver to better achieve equity in Denver 's park system.
An executive or 9-hole course is envisioned in place of the current 18-hole course. This newly renovated course would be an updated and exciting course and would provide Denver Golf with an improved junior golf facility. In addition, DPR would seek Audubon certification of the new course, ensuring that the course is built to the highest standards with a large reduction in use of water, fertilizer and daily maintenance activities.

Because of public interest, this conceptual idea has been discussed extensively. However, it is important to remember that this is only a concept and not being considered for implementation at this time. If this conceptual plan more forward as part of the final River South Master Plan, DPR would engage its public notification and civic engagement policy to solicit public input and support for the concept. s which includes public meetings to gauge support for the plan. Making Denver 's pools better and safer

Denver Parks and Recreation is taking advantage of the winter months to upgrade and improve our outdoor pools before the 2010 summer season.

The La Alma outdoor pool, located in Lincoln park , will be completely replaced as part of the Better Denver Bond Program. Shade structures have already been installed at Aztlan, Berkeley , Congress, Cook, Eisenhower, Garfield , Globeville, Green Valley Ranch, Harvard Gulch, Harvey Park, Ruby Hill, Swansea , Barnum and Southwest Outdoor Pools. Better Denver bond improvements were also completed at Twentieth Street and Rude Recreation Center .

In addition to the cosmetic improvements, all outdoor pools will be brought into compliance with the Virginia Graeme Baker Pool and Spa Safety Act, which requires all commercial and semi-commercial aquatic facilities to replace drain fittings and covers in pools with more than one drain or, in pools with only one drain, install an emergency shutoff to avoid entrapment. All outdoor pools will be in compliance in time for the 2010 summer season.

Indoor pools are currently being reviewed to determine if they can be brought into compliance without having to drain and close them. One pool is already compliant and two others are scheduled for repair.

Finally, construction begins in March on the new Barnum Splash pad will with an anticipated opening by July 4, 2010.

Ruby Hill Rail Yard to Return this Winter

Returning for its third year, Ruby Hill Rail Yard brings the excitement and energy of skiing and snowboarding to Denver with a one-of-its-kind ski and rider urban rail yard.

Opening Day will depend on weather temperatures, but staff hopes to begin snow making sometime after December 8, 2009. To prepare the park for the rail yard, snowmaking equipment will be pumping snow for two weeks, creating more than an acre of snow. Ruby Hill Rail Yard features six rails of varying configurations and levels of advancement. it is estimated that the rail yard will be open through January 2010.

Many of the great programs and amenities will return to the Rail Yard this year, including Jibbin' for the Kids in partnership with Snowsport Outreach Society (SOS). Lighting and generators will be at the park every evening until 9 p.m., facilitating evening access for youth and parents who want to come with the children after work.

Christy Sports will also provide FREE snowboarding and ski equipment for youth to use with parent permission.

Ruby Hill Park is located off of South Platte River Drive and West Florida Avenue . The Rail Yard will be open every day from 5 a.m. to 11 p.m.

Don't be a "Puffer"

Now that the cold weather is approaching and the weather this weekend is forecasting snow, it is time to remind drivers not to be “PUFFERS” (puffer – n. an automobile left unattended and running in cold weather). Every year, hundreds of people had their vehicles stolen while they were left running unattended.
The Denver Police Department is strongly encouraging the citizens of Denver not to become “Puffers”. It does not matter if you lock your car doors while your vehicle warms-up; you are still a “Puffer”. Many motorists believe that just because they lock their car doors while the vehicle is running means that they are not at risk of having their car stolen. That is not true. In the time that it takes to go in and out of your home or a store, a thief can break a car window and be gone with your vehicle. It only takes a matter of seconds, NOT minutes!

Remember that you can also be issued a ticket if your car if left running unattended.

In addition to not being a “Puffer”, please remember not to leave items of value in your vehicle that may be visible to someone who is passing by which will minimize your chances of becoming a victim of Theft from Motor Vehicle.

Famed and photographed, the Mizpah/Welcome Arch framed the entrance to Denver’s Union Station from 1906 to 1931. A new collaborative campaign plans to return a replica of the arch to the area surrounding the proposed rehabilitation of the historic Union Station building.

A fundraiser party “A Night in Old Union Station” will be presented for ticket holders and corporate sponsors on Thursday, October 15, this year. Primary organizer is Union Station Advocates (USA) a 501(c) 3, citizens group dedicated to excellence for the evolving transportation hub in Lodo and the Platte Valley.

The re-creation of the Mizpah Arch has been discussed and a contemporary version was designed by Mario Botta in collaboration with Anderson Mason Dale. Its design triggered a lot of controversy and conversation about the Mizpah Arch and its function and symbolism for the city.

Evan Makovsky of Shames Makovsky Realty Company has been a champion for the re-installation of the original arch. Large photographs of the monumental entry arch, which was first introduced by Mayor Robert Speer during train travel’s heyday, are featured in Makovsky’s Residence Inn.

“A Night in Old Union Station” festivities will utilize many parts of the historic station with a corporate sponsor “raw bar” repast on the mezzanine, a speakeasy in the train departure tunnel, and conductor tickets are assigned to the Great Hall.

Cuisine from Lodo’s premier restaurants will be donated with the coordination of The Arrangers,Amy Evans of McCormick’s restaurant and John Imbergamo, of the Imbergamo Group. The growing number of restaurant participants include Jax, McCormick’s, Mortons, Gumbos and Bistro Vendome.

Beer will be donated by Coors.

The main fare for the festivity scheduled from 7 pm to 11 pm will include troupes of mimes, contortionists, entertainment and palm readers performing throughout the station. Guests are encouraged to don historic attire for a sense of participation in “A Night in Old Union Station”.

Prizes for best costumes will be awarded.

The celebration will culminate in the Great Hall historic reception room at the end of the evening. Its open span, 65 foot high ceiling’s architecture will provide for a spectacular finish as planned by Al Kraizer, Lodo Jazz Fest creator, and Charlie Prideaux, producer of Times Square’s annual New Year’s Eve Ball Drop. Honorary Chairpersons of the celebration are Mayor John Hickenlooper and Helen Thorpe as well as Judy Montero, Councilwoman for Denver’s District 9.

Back To School Safety Tips for Students from Denver Police Department District 2

Hello friends and neighbors,

I hope all of you had a great summer and accomplished all of the fun things that summer offers. As summer nears an end and we quickly approach autumn, children are returning to school for the 2009/2010 year we would like to remind you of a few safety tips to share with your student;

Plan a walking route to school or the bus stop. Choose the most direct way with the fewest street crossings and, if possible, with intersections that have crossing guards. Walk the route with your child beforehand. Tell him or her to stay away from parks, empty lots, fields and other places where there aren't many people around. Teach your child never to talk to strangers or accept rides or gifts from strangers. Remember, a stranger is anyone you or your children don't know well or don't trust. Be sure your child walks to and from school with a sibling, friend, or neighbor. Teach your kids - whether walking, biking, or riding the bus to school - to obey all traffic signals, signs and traffic officers. Remind them to be extra careful in bad weather. When driving kids, deliver and pick them up as close to the school as possible. Don't leave until they are in the playground or building. If your child bikes to school make sure he wears a helmet that meets safety standard. If your child rides a scooter to school, make sure she wears sturdy shoes, a helmet, kneepads and elbow pads. Teach children to arrive at the bus stop early, stay out of the street, wait for the bus to come to a complete stop before approaching the street, watch for cars and avoid the driver's blind spot. Remind your children to stay seated at all times and keep their heads and arms inside the bus while riding. When exiting the bus, children should wait until the bus comes to a complete stop, exit from the front using the handrail to avoid falls and to not walk in front of the bus as the driver may not see him. Be sure that your child knows his or her home phone number and address, your work number, the number of another trusted adult and how to call 911 for emergencies.

On the PlaygroundCheck the playground equipment at your child's school. Look for hazards such as rusted or broken equipment and dangerous surfaces. The surface around the equipment should be covered with wood chips, mulch, sand, pea gravel, or mats made of safety-tested rubber to prevent head injury when a child falls. Report any hazards to the school. Avoid any drawstrings on the hood or around the neck of jackets and sweatshirts. Drawstrings at the waist or bottom of jackets should extend no more than three inches long to prevent catching in car and school bus doors or getting caught on playground equipment. Make sure that the school's sports head or a custodian anchors soccer goals into the ground so they won't tip over and crush a child. Teach children proper playground behavior: no pushing, shoving, or crowding. Give your child some strategies for coping with bullies. He should not give in to a bully's demands, but should simply walk away or tell the bully to stop. If the bullying continues, talk to the teacher.

Information on the demolition of 3255 Champa Street

Community Planning and Development Landmark Preservation, received an application for demolition of 3255 Champa Street on August 18, 2009. This building is within the Curtis-Champa Street National Historic District. This district was re-recorded in 2006 by the Science Applications International Corp. (SAIC) at which time 3255 Champa Street was determined to be a contributing structure to the Curtis-Champa Street National Historic District. The building has been determined to have potential for local designation.

This property will be posted for a period of twenty-one (21) days from the date of notification for comment about the potential for historic designation of the property.

· If the posting period elapses and no application for historic designation is received by CPD Landmark Preservation Staff, the demolition permit shall be issued upon compliance with all Denver Building and Fire Code requirements.
· If an application for historic designation, along with the applicable fee, is received before the 21 days elapse, the existing designation process will be followed.

RAAP Free Self Defense Class on August 29th: Girls Ages 13-19

Denver Parks and Recreation to begin selection of
Community Advisory Committee Members

Denver, August 14, 2009 —Denver Parks and Recreation announced at its August 13, 2009 Board meeting the pilot sites identified as part of the Recreation Center Task Force recommendations. A recreation committee, comprised of DP R recreation center staff members, has chosen the pilot sites to be used to focus on developing collaborative partnerships with like-minded organizations in order to enhance programming and amenities in Denver recreation centers.

The seven centers for the pilot program, selected by the recreation committee, are Harvey Park Recreation Center , St. Charles Recreation Center , Hiawatha Davis Recreation Center , Scheitler/Highland Recreation Centers (combined), Globeville Recreation Center and the Central Park Recreation Center (Stapleton Development).

The Denver Recreation Center Task Force (Task Force), a group comprised of community leaders, neighborhood activists, Denver Parks & Recreation staff and citizens, was formed in 2008 to make recommendations for the future of Denver recreation, which will guide decision-making for the next 5-10 years.

Among the Task Force recommendations, which focused on the value of the system, programs and opportunities, location/transportation and fee structure, was the recommendation of developing collaborative partnerships for all centers to enhance programming opportunities.
The criteria used to select the pilot sites included:
Services or lack of services provided in the neighborhood
Has center received community request for additional services or is there a lack of services provided in the center/neighborhood due to budget constraints.

Equity
Equity addresses the need to make sure pilot centers are distributed throughout the City, are on different tiers (RCTF – regional, local, neighborhood) and/or can enhance services to specific demographics such as youth, seniors, community surrounding the center

Neighborhood and Citywide Focus
Centers that have other opportunities occurring outside of DP R that may affect the community surrounding the center, such as re-structuring of Kunsmiller Middle School near Harvey Park Recreation Center. Other considerations included future development of the area around the center.

Potential partners
The recreation committee looked at centers that have existing partners currently that can be expanded, have potential partners who have currently expressed interested in partnering at a specific center and centers that have no existing partnerships, but which could be developed at the center.
With the pilot sites selected, the recreation committee is now implementing the RCTF recommendation to establish a Community Advisory Committees (CACs) for each of the pilot centers. These CACs will be tasked with identifying the needs of community around each of the pilot centers, reporting to the DP R leadership and assisting DP R in selecting partners for each center. Citizens interested in participating on the CAC committee for pilot centers can visit the Denver Parks and Recreation Web site at www.denvergov.org/parksandrec beginning Tuesday, August 18, where an application and more information will be available.

The Service Model

The Task Force recommended the Department embrace a Service Model that provides facilities and service by collaborating with others to support local needs by engaging community members in Community Advisory Committees; pursuing formal partnerships; setting measurable targets; establishing standard levels of service; create better staffing models; and testing pilot sites.

It is recommended that Denver Parks and Recreation:

Develop and train local Community Advisory Committees (CACs) to guide service provision and assist in holding the collaborations accountable for achieving key community needs.

· Set measurable targets for change for all centers.

· Actively pursue Collaborations/Partnerships to implement the Service Model.

Establish a Standard Level of Service for all centers including a maintenance, operations, staffing and programming baseline of care and quality.

Develop a staffing plan that allows staff to go beyond what they currently do to meet the needs of the community, provides for proper training and engages staff in the process to maximize improvements in quality.

Establish pilot sites for the service model to test processes for community input and engaging program and operating partners.

Programs and Opportunities

The Task Force recommended the Department improve all levels of programs and opportunities by establishing a standard level of programming and by identifying and responding to community needs.

It is recommended that Denver Parks and Recreation:

· Establish a Standard Level of Programming for all centers

Identify key community needs and opportunities

· Establish a programming focus for some centers

The Physical System (Location and Transportation)

The Task Force recommended the Department develop high facility standards for all recreation centers to assure customers and employees feel valued and important.

It is recommended that Denver Parks and Recreation:

§ Establish a tiered system of recreation centers including neighborhood and local service, supplemented by regional service, with focus on investment of additional resources through partnerships and collaborations.

Consolidate service and partnership opportunities to provide a high quality, improvement in service overall.

Consider transportation barriers when developing improvement plans.

Fee Structure

The Task Force recommended the Department restructure the fee system to be more responsive to both the community served and the type of service provided.

It is recommended that Denver Parks and Recreation:

· Encourage staff to seek alternatives for generating revenue in order to keep fees affordable. These alternatives could include such things as vending, concessions, room rentals, and others.

Offer financial-need discounts within the fee structure, as available currently.

· Establish a fee system based on amenities

· Encourage participation by youth, seniors and people with disabilities through lower fees within the amenities-based fee structure.

· Offer variety of payment options

Fall Shade Tree Distribution!

As you may have heard, we're piloting a new tree distribution this fall. This distribution will focus on providing Denver residents with free and low-cost shade trees to plant in their yards (not in the tree lawn in the public right-of-way).

Strategically planted, these medium and large sized trees will help Denver residents save money and fight global warming by providing valuable energy-saving shade for residents' homes.

In addition to helping us conserve energy, they will also beautify our urban spaces, enhance property values (up to 10%!), reduce air pollution, buffer noise, and provide shelter for birds and other wildlife.

As many of you veteran Denver Digs volunteers know, we'll need lots of volunteer-power to pull this event off. We'll need Tree Wranglers to help unload the tree shipment ahead of time, Office Helpers to get us organized the weeks before, Tree Planters and Distribution Site Workers on the big day, and much more! Later this month, I'll send out a message with more details and ask for sign-ups.

Spread the word... Share your enthusiasm... You can be a voice for our community trees!

Since we'll focus our canvassing in our target (lowest canopy cover) neighborhoods, you'll also be sharing an important resource (trees!) with Denver 's most under-resourced neighborhoods.

Go door-to-door with tree applications and door hangers to encourage residents to apply for trees. Our deadline for applications is September 1, so we need to canvass within the next 3 weeks. Since we're working on a short timeline, you can canvass at your convenience. Just pick up materials from our office (at Wash Park ), and make your rounds whenever works best for you. If you'd like a partner, invite a friend to help you or ask me to set you up with a partner. I will provide a map of your canvass area and a script to guide you in speaking with residents.

** While we have greater success when canvassers speak with residents, if you only have time to drop door hangers at residents' doors, that's fine. We just need to get the word out! **

Site Coordinators - We'll need 1 or 2 fearless leaders for our distribution site(s) on October 3. We're still solidifying the locations but would like to gage interest. Reports were given on neighborhood beautification efforts, National Night Out (Aug. 4), nonprofit status of the association, the 38th/Blake commuter train line station, and St. Charles Recreation Center (more information below).

Saturday, Aug. 1, 9 a.m. - 3 p.m. - Help staff at Cole Arts and Sciences Academy (33rd/Humboldt) move books out of storage and into classrooms. Bagels, coffee and snacks will be provided.
Saturday, Aug. 1, 9 a.m. - Learn more about the city of Denver's resources for neighborhood groups at this yearly event at Coors Field. Tours of the ballpark will commence afterwards.
Tuesday, Aug. 4, 5:30 - 8 p.m. - National Night Out celebration at Sonny Lawson Park (24th Ave. between Welton and California Streets). Food, games, and activities for children and families.

Urban Land Conservancy http://www.urbanlandc.org/ - Debra BustosDebra provided an introduction about the Urban Land Conservancy (ULC), discussing its mission overall and its activities in the Cole neighborhood. ULC is a nonprofit organization that acquires and uses real estate as a tool for community development and engagement. Its offices are located in the Phillips Center at 35th and Franklin. The organization also owns Holly Square Shopping Center, which it plans to redevelop.

ULC currently leases space to six different nonprofits operating out of the Phillips Center: a charter high school, Early Excellence at Wyatt (preschool), Focus Points, CityWILD, Snowsports Outreach Society (SOS), and Civic Canopy.
The organization's plans to renovate and refurbish the Phillips Center have been delayed by current economic conditions. The organization plans to retain space and support for nonprofits working out of the building. Other ideas include building a gymnasium and adding on mixed income housing.

Debra also spoke about the ULC's upcoming community event - the Phillips Center Neighborhood Festival on Sept. 19 in the afternoon. This will be the second year of the festival. Activities include chalk art, face painting, bouncy slide, karaoke, and performances by local neighborhood/school groups. The organization asks Cole neighborhood residents to volunteer to participate in the planning committee, volunteer to run activities, or share ideas about how to make the event a long-term success. Hope Communities http://www.hopecommunities.org/ - Leticia HoraceLeticia spoke about the work of Hope Communities providing affordable housing and supportive services for residents in need in northeastern Denver neighborhoods. The organization is currently planning its ninth annual Hands for Hope Day on Sept. 19, which is a community-wide service day. Registration will start at 7 a.m.; volunteers will work until noon.

Hope Communities has asked for Cole neighborhood residents to suggest volunteer work sites. Suggested sites are homes of low-income, elderly or disabled individuals; neighborhood schools; and nonprofit facilities. Projects can include, but are not limited to, cleaning, landscaping, and painting. Sites should accommodate 10-50 people for a four-hour period of service.
Another request was to coordinate volunteers or groups of volunteers to participate in the service day. Groups of 10-50 people are welcome. Cole Neighborhood Association members will participate in the event.

Groundwork Denver http://www.groundworkdenver.org/ - Ray RibotaRay talked about Groundwork Denver's (GWD) mission to respect and improve the environment while promoting citizens' health and well-being. The organization accomplishes its mission through community outreach and education programs aimed at providing people with the information and tools they need to save energy, recycle, reduce pollution.

On August 8, Groundwork Denver volunteers will canvas the Cole neighborhood to help residents reduce their energy bills by changing out front porch light bulbs, providing informatino about reducing energy use, and signing people up for recycling, home weatherization and street trees.

The organization is currently looking for volunteers to help with this effort.

Neighborhood beautification - Jules Kelty Jules reported that signs for the Cole Neighborhood Yard of the Month program are going to be ready soon. Nominations for Yard of the Month can be sent to cna.denver@gmail.com. Gift certificates from a local landscaping company were donated as prizes.

Members in attendance voted that, outside of one area needing attention, clean-up efforts for the neighborhood would be combined with already existing events for the fall. The next Cole neighborhood clean-up events are as follows:

501(c)(3) application status - Loralie ColeLoralie notified the group that she has begun working on the application for Cole Neighborhood Association to receive official designation as a nonprofit organization.

Commuter light rail - Loralie ColeLoralie shared with the group that the planning committee for the extension of light rail service from downtown Denver to DIA has decided to move the 38th/Blake station to 36th/Blake in order to improve pedestrian access to the station. Also within the plan, Loralie noted that there are plans to add additional open space near St. Charles Recreation Center. The committee plans to complete the project by 2015.
Denver Rezoning - Loralie ColeLoralie said that Cole has been designated as a permanent residential neighborhood, and at this time, it will remain a single-family home area. Bruce Randolph is maintaind as a thoroughfare, and Downing was designated for "main street" zoning. St. Charles Recreation Center - Casey Howshar Casey, who is the director of St. Charles Recreation Center, provided several updates to the group about the recreation center.
Nearly all age groups are full for the Center's baseball and softball programs during the summer. A coach from Manual High School has been actively trying to involve youth in other sports activities.

On Aug. 15, members of the gang-prevention group GRASP will march from Manual High School to St. Charles.

Casey also reached out to Carla Madison to discuss needs for renovations at the Center. She asked for support from the neighborhood association, and she will pass on contact information for residents to write letters of support about the Center.

Free outdoor movies at 35th/Humboldt - Paul BiedenbenderPaul, from the Lutheran church at 35th/Humboldt, invited residents to attend its next free outdoor movie night on August 21. He also mentioned that architectural plans have been approved for the church's building/expansion plans.

5. 38th and Blake Station

Several changes were made as a result of public feedback at the 6/3 open house, including a proposed cross-section for Blake Street that includes bicycle lanes as well as further refinement of the recommended building heights map.

The draft plan was presented to the Planning Board on Wednesday, June 17 at the Webb Building, 201 W. Colfax Ave., room 4.F.6. This was not a public hearing.

The public hearing for the plan is scheduled for Wednesday, July 1 at the same time and location. This provides an opportunity for anyone to provide comments on the plan for the Planning Board to consider.

Kevin Wong, of the Denver Police Department, spoke to the group about a survey of residents in the Cole and Whittier neighborhoods concerning crime and nuisances and the police department’s responsiveness to them. The team is nearing the end of its data collection phase; surveys will be collected into early February. Mr. Wong distributed surveys to all in attendance and asked that the extras be given to other residents who were unable to attend the meeting.

Pamela Wridt, from the University of Colorado Denver’s department of planning and design, introduced to the group herself and a team of students who are interested in working with CNA on neighborhood planning in conjunction with upcoming development for RTD’s commuter rail stop at 38th Avenue and Blake Street. The students are part of an upper-level graduate course and are seeking real-world experience to supplement their academic studies in urban planning and community development.

The students’ project has yet to be defined, but they are open to suggestions from Cole residents about how they should go about their work and what their focus areas should be. Overall, the group’s goal is to help make Cole a more cohesive neighborhood, with connections between all forms of transportation, solid business development, and attention to the needs of various groups – determined by age, lifestyle, occupation, etc.

CNA members recommended that the team review planning documents for the previously proposed station at 40th/40th, saying that much of the information would be duplicable. CNA members further suggested to the group that they reach out to leaders at churches, schools and area recreation centers to augment their research. Any questions or suggestions for the group can be sent to CNA, which will then be forwarded to the professor and students.

Additional updates about plans for the Bo Matthews Center redevelopment were not available at the time of the meeting. A task force of representatives from the surrounding neighborhood groups – Cole, Whittier, and Curtis Park – has been formed to work on a good neighbor agreement (GNA) to present to the Bo Matthews Center for consideration. City of Denver officials will also remain involved in the process.

The director of the St. Charles Recreation Center spoke to the group about the City of Denver’s plans for the future of recreation centers across the city, with specific attention to that of St. Charles in the northwest corner of Cole. St. Charles is currently listed as “transitional,” meaning it is up for consideration by the city to be leased to a private group for future operations.

The director, along with Cole residents, discussed the importance of St. Charles Recreation Center for the youth in the community. It is unclear if or when bids from private organizations will be reviewed for potentially operating St. Charles. The director plans to meet with City Councilwoman Carla Madison during the first week of February to discuss the situation.

In the meantime, residents are encouraged to share their opinions/concerns/suggestions for the future of Denver Parks and Recreation, with specific attention to St. Charles, by attending community feedback meetings (listed below), reaching out to Councilwoman Carla Madison, sharing comments on the Parks and Rec Web site, or contacting directly Lorrie Kosinski at 720.913.8487 or lorrie.kosinski@denvergov.org.

The economic development committee reported completion of its project to contact all Cole business owners to notify them of resources available through the neighborhood association and begin discussing opportunities for partnerships. A second round of contacts will soon commence to begin discussion for partnership opportunities between the neighborhood association and area businesses. The group also discussed ways to provide positive reinforcement to businesses that keep up with maintenance of their properties.

Ashleigh Weatherill, current president of the neighborhood association, will attend a preliminary meeting in February to discuss the Welton Marketplace Initiative. The Initiative exists to gather public opinions about the needs and opportunities for Welton Street, between 20th and 30th Streets. Anyone else interested in attending the meeting should send an e-mail to CNA. Space is limited for neighborhood representatives, but there is a possibility that more people can attend.

Jules Kelty reported on progress with a petition to attract Sunflower Market to the Cole neighborhood. Several other area neighborhoods have started distributing the petition to their members, and the online petition continues. A meeting is planned with an employee of Sunflower Market to gain information about the appropriate way to reach out to the company once the petition process is complete. It was stated that it would be helpful to know how many signatures would be needed for the petition to be taken seriously; a goal of this kind could also help with outreach. The group also discussed ways to contact owners of properties where a new grocery store could potentially be placed.

The beautification committee reported that it is coordinating efforts for a Denver Digs Trees planting event in the spring. A representative of the committee will attend an upcoming meeting to learn more about the guidelines for participating in the program and will report back to the group. Individual applications for trees should be submitted by the middle of March.

A Yard of the Month contest will begin in May, with the goals of encouraging homeowners to care for their properties and fostering pride in the neighborhood. Members volunteered to reach out to Home Depot, Paulino Gardens and City Floral to explore opportunities for prizes and sponsorship.

The next neighborhood clean-up will happen in conjunction with a similar event being planned by St. Charles Recreation Center to involve youth in Cole. The beautification committee will coordinate with the Rec Center to determine the date, time and goals for the clean-up.

Signs are currently being made to call out the boundaries of Cole neighborhood. The signs will be green and will read, “Welcome to the Cole Neighborhood.”

The next meeting of the Cole Neighborhood Association will be Feb. 26, from 6-7:30 p.m., at Wyatt-Edison Charter School. Nominations and elections for 2009 officers and committee chairpersons will take place.

The Future of St. Charles Rec Center - Share Your Opinion!

At the January meeting we discussed the City of Denver's plans for the future of recreation centers. Currently the recreation center in our neighborhood, St. Charles, as well as others in the area, are listed as transitional. Transitional recreation centers have the potential to be operated by private entities in the future, with the City retaining only ownership and minimal maintenance of the properties. Follow the Rocky Mountain News and Denver Post coverage.

Over the last year and a half, St. Charles Recreation Center has increased attendance, developed beneficial partnerships with businesses and nonprofits, and served the needs of the youth in the neighborhood. For what it is now, and what it could become, it is an important part of the neighborhood. Regardless of which side you take, your opinion is needed.

This agreement is entered into in January, 2009 between Tex Mex Enterprise, LLC, dba Blackberries Bar & Grill (Blackberries) and Whittier Neighborhood Association, Cole Neighborhood Association and Curtis Park Neighbors ( collectively Neighborhood).

Whereas, Blackberries Bar & Grill operates a restaurant at 3090 Downing Street, Denver, Colorado, also known as Dynasty, and has applied for a dance cabaret license in the name of Tex Mex Enterprise, LLC for the premises and is scheduled to have a hearing on that application on January 7, 2009 before the Denver Department of Excise and Licenses; and

Whereas, the three Neighborhood groups are registered neighborhood organizations in Denver, Colorado and have been engaged in efforts for many years to protect and improve the health, safety, quality of life, peace and quiet in their residential and business neighborhoods surrounding 3090 Downing Street, and all parties want to continue to protect and improve the health, safety, quality of life, peace and quiet of the surrounding area;

Therefore, in consideration of the mutual promises and covenants herein contained, the parties agree as follows:

1. Tex Mex Enterprise, LLC, dba as Blackberries Bar & Grill will:
a. Agree to have as a condition of the dance cabaret license, if it is issued by the Department of Excise and Licenses, that the dance cabaret license will apply only to Tex Mex Enterpirse, LLC, dba Blackberries Bar & Grill, operated or managed by Sudan Muhammad, or owned by Sudan Muhammad, should he exercise his option to purchase Tex Mex Enterprise, LLC; and will not be transferred, leased or subleased to any other owner or manager unless a prospective owner, operator or manager has met with representatives of the three Neighborhood organizations and has received approval from at least two of the Neighborhood organizations which will not be unreasonably withheld.
b. Provide an adequate security presence inside and outside the immediate property, with increased security and off duty Denver Police officers for special events.
c. Remove graffiti from the premises within 48 hours.
d. Provide for trash pick-up by having Blackberries’ staff walk the perimeters of the property picking up any trash immediately after closing, or at the latest by 10:00 am the following morning.
e. Reduce noise intrusion into the neighborhood by keeping the doors and windows closed anytime after 8:00 p.m., by abiding by Denver’s noise ordinance and by providing a phone number of the owner or manager to the Neighborhood organization presidents and to immediate neighbors to enable them to communicate any noise or other complaints.
f. Address parking issues by directing patrons to nearby designated parking lots.
g. Meet with the three registered Neighborhood president’s or their designated representatives to evaluate compliance with this Good Neighborhood Agreement at least one month in advance of the yearly anticipated renewal of the dance cabaret license by Denver Department of Excise and License.

2. The Neighborhood agrees:
a. To support Tex Mex Enterprise, LLC, dba Blackberries Bar & Grill’s application for a dance cabaret license. This includes, but is not limited to; attendance and verbal testimony by at least one representative each for Whittier, Cole and Curtis Park Neighborhoods at the Hearing. These Neighborhood representatives will testify that the Neighborhoods support the application for a dance cabaret license, based upon and conditioned upon this Good Neighbor Agreement between the parties to this Agreement.

3. All parties to this Good Neighbor Agreement request the Denver Department of Excise and Licenses to attach the Agreements enumerated herein in paragraph 1 as conditions upon any dance cabaret license which may be issued to Tex Mex Enterprise, LLC, dba as Blackberries Bar & Grill.

Bo Matthews-4th Quarter Update-We Need your opinion!!

An opinion poll is being distributed to residents of the Whittier, Cole and Curtis Park neighborhoods after a meeting Tuesday night to discuss plans to build a residential facility for the chronically homeless at Martin Luther King Boulevard and Downing Street.

The Whittier, Cole and Curtis Park neighborhood associations have asked the property owner, Bo Matthews, and his development team to explore the possibility of expanding the project from one that focuses on concentrating the homeless in a 28-unit facility to one that includes apartments for a mix of incomes along with retail/commercial space below (the original 28 units would be included in this larger project). The neighborhood associations feel this expanded development would better serve the community and the residents, turning a project of concentrated poverty into one that could not only help the homeless citizens of our area, but also be an attraction to future development in the area.

WNA President Linda Dowlen emphasized that the three associations are not opposing aid to those in need and are not asking that the Bo Matthews Center to abandon the project. They are asking the developers to use the site to its full potential and create something of benefit to everyone.

A poll was taken of those who attended the meeting asking if they supported the project as currently proposed, if they wished to see it expanded as a residential/retail/commercial space or if they completely opposed the project. At the request of the neighborhood associations, those who did not attend the meeting also will get a chance to weigh in on the issue. Results of the poll will be used to help Councilwoman Carla Madison determine if she should continue to pursue financial assistance for the Bo Matthews Center to expand the project or not.

Dear Neighbors,
I'm trying to get a read on where the majority of residents are on the topic of the Bo Matthews Center 28 units of homeless housing. Here is a survey I'm asking people to fill out to express opinions and give feedback to myself and your neighborhood president.
Let me tell you where I stand on this and why. I do believe that this area of town has more than it's share of social services. I also know that in this economy getting any investment in the area is something to be looked at seriously and has the potential to be positive. The location of this development, MLK Blvd. and Downing St, is a great location for a development for folks with low incomes because it's right across the street from light rail so they can spend the money that they would have otherwise spent on a car on food or rent or even entertainment. What does not work for me, the way this project is currently presented, is the fact that it is only 28 units. The Denver Comprehensive Plan calls for higher density along transit corridors and areas of change so that we can maintain lower density and preserve the character of our stable neighborhoods. I think that it would be a huge missed opportunity if this development, on the corner of a major intersection and across the street from light rail, only has 28 units of concentrated poverty. I would love to see this project with at least 50 or more units that includes these 28 units but has the balance of the units as mixed incomes so that this is a workforce housing project, still affordable but so that some would have incomes of $30 -40,000. This makes for better zoning, better economics and, because it doesn't stigmatize and isolate poverty, better human services as well.

There are just as many reasons to be for this project as against it. But I believe that if we can mitigate the downsides this development can be an asset to the community and even start investment along the corridor.
But of course, when you give us you opinion, speak from your heart.

The owner of the building at 3090 Downing Street, (located on the corner of 31st Ave. and Downing, formerly know as Kiva) is seeking to upgrade the liquor license of the facility to a “Dance Cabaret” license. The upgrade would allow “live or recorded entertainment and patron dancing is permitted.” This would allow special events, like wedding receptions or parties, to be held at 3090 Downing, with dancing. It would also allow the owner to potentially turn the building into a nightclub.
The Cole Neighborhood Association wants input from residents like you to find out what impacts you think the change of license would have on you and whether you favor the upgrade.

Bo Matthews-4th Quarter Update

Issues of concern with the 4th Quarter Project, Bo Matthews Center
The Cole-Curtis Park-Whittier Neighborhood Associations have the following concerns:
(1) The Downing Street and Welton Street corridors have no master plan for development. In other parts of the city, light rail and transit corridors and business districts have master plans to guide development and ensure that a vibrant, mixed-use business and residential district emerges from development that comes in. Generally these plans call for a good mix of services, retail and mixed-income housing, design and landscaping that create a sense of place and community. Living units are designed to include people of all incomes, rather than disconnecting low-income individuals in segregated facilities. Retail and services that serve all residents of the community and attract shoppers from other areas to create a good economic base are encouraged to locate in the area by design features, transit accessibility and economic incentives. This kind of planning has been overlooked for the Downing and Welton corridor. Without a plan, the Cole-Curtis Park-Whittier neighborhoods could find themselves defined by poorly planned and random development of the area that discourages, rather than attracts, economic vitality. It would be premature to pursue a project of this nature without a comprehensive plan in place. This could be a good project, but not right for this location in its current form. The neighborhoods need to have the chance to define what this area needs. That can only happen through a public process, which has not yet occurred.
(2) The effectiveness of this project and the safety of the people it proposes to serve. This project proposes to build 28 units to house people who are chronically homeless, recent releases from the Department of Corrections and homeless veterans. The neighborhood associations feel these people would be better served in housing disbursed throughout Denver where the gangs and criminal activity that they were involved in are not prevalent. This proposal warehouses these people in an area where they are open to these influences and potentially becomes a magnet for this activity.
(3) There is doubt about the ability of the Bo Matthews Center to properly manage and maintain this facility. Communication about this project has been poorly handled from inception and existing properties are not well maintained. The Matthews Center promised to seek a Good Neighborhood Agreement by March of 2008 as a condition of receiving City funding. In communication last spring and summer with the Curtis Park and Whittier neighborhoods, no mention was made of the homeless housing facility. Cole received no communication at all. It was only after the neighborhoods began asking detailed questions in October of 2008 that information about the homeless housing facility emerged. In addition, Bo Matthews owns almost all the properties for the two blocks adjacent to this project. Most are in desperate need of repair and maintenance. The properties are not inviting, trash is allowed to accumulate, landscaping is not maintained, there is graffiti on building walls, windows are dirty and carpeting is threadbare. These are the buildings that are defining the neighborhood and serving the clients. Communication and upkeep of all the Bo Matthews properties are vital elements to creating a successful project. The Matthews Center has not demonstrated it can do this.
(4) More monitoring is needed for public-funded affordable housing. This project is being built with a combination of Colorado Housing and Finance Administration (CHFA) and private investment dollars. City funds for "gap" funding could be requested in the future. Services to residents in this facility will receive Denver Road Home funding. The City needs to take responsibility to oversee where all these facilities are and how they are distributed throughout the various Denver neighborhoods. The Cole-Curtis Park-Whittier neighborhoods currently have the highest saturation of homeless and social services in the city. The City should take responsibility to ensure that a balance is maintained and that all Denver areas have equal opportunity in providing these services to residents.

On Tuesday, November 18th, a well attended public meeting was held at the Whittier Community Room. Attendants heard from representatives of both Denvers Road Home and the Bo Matthews Center. Neighborhood association presidents were scheduled to speak, however, the meeting ran long. A follow-up meeting has been schedule for Tuesday, December 16th, (7pm, Whittier Community Room) to allow the neighborhood presidents and residents to raise their concerns followed by a Q & A session.

The Cole neighborhood is working with surrounding neighborhoods in hopes of attracting a Sunflower Market to Northeast Denver. We would like to gather signatures by January 10th which will then be submitted to Sunflower markets along with a request for a meeting with Sunflower. A well-attended meeting of neighbors of Whittier, Cole and Curtis Park neighborhoods was held Saturday (Nov. 1st) at the Bo Matthews Center for Excellence (BME), which is planning a residential facility for the chronically homeless at the corner of Martin Luther King Boulevard and Downing Street.
We also learned the structure of the BMC, that there currently is a network of services offered to support people recently released from the department of corrections and the homeless that is serving 699 clients.
One outcome of that meeting is that the neighborhood associations are working to compile a list of written questions to present to the BME before the next public meeting, scheduled for November 18th. We feel it is important that these questions get answered because the BME is required to enter into a Good Neighbor Agreement with the neighbors because of City funding that is going into part of this project.

A list of questions, submitted by the residents of all three neighborhoods, is being compiled for the upcoming meeting and we will get more information out about the public meeting in November as it becomes available.
